Turkey ?ready? for free trade deal with Mexico, minister says

ANKARA - Anadolu Agency/Turkish Economy Minister Zafer ?a?layan has said Turkey is ready to sign a comprehensive free trade agreement (FTA) with Mexico.

?We hope to make necessary arrangements regarding the negotiations during Mexican President Enrique Pe?a Nieto?s upcoming visit,? he said during his meeting with Mexican Secretary of Foreign Relations Jose Antonio Meade.

The level of cooperation should have been higher considering the similarities between the two countries since both were ?playing an important role in their regions,? the minister said.

The Mexican president?s Turkey visit planned for September, which would be the first one at presidential level from Mexico to Turkey, will be an opportunity to take new steps in customs cooperation and double taxation as well, according to ?a?layan. During his speech, the Turkish minister stressed that despite close bilateral relations, economic cooperation between parties was inefficient with a total trading volume of $1.1 billion.

?Both Mexico and Turkey play important roles in their regions, finding opportunity for cooperation on various platforms like G-20 and OECD,? he added.

While Mexico?s exports to Turkey rose by 23.7 percent in the first five months of this year, Turkey managed to raise its exports to the country by 9.3 percent, according to figures provided by ?a?layan during his speech.

The minister highlighted the asymmetry of the relationship and said that last year Turkey showed a $661 million trade deficit in its trade with Mexico, which ?a?layan suggested would become more balanced.

As PED-Day looms, will it deter drugs in baseball?

Baseball's PED-Day is set to launch. The question now is whether this will stop the drug cheats once and for all.

To Logan Morrison, the suspensions and shame and loss in salary might not be enough. To really deter them, the Miami Marlins' first baseman suggests clubs pay a price, too.

"Maybe penalizing the teams for guys who signed ? like Melky signing that $16 million deal ? maybe the team should have to give up something," Morrison said.

Which would be fine with Dodgers second baseman Mark Ellis.

"We're sick of it. Tired of it," he said. "We don't want the fans thinking everybody cheats. You listen to people talk and they associate baseball with cheating."

"The teams maybe should look at some things. Not sign guys who are caught. That would be a good thing. Start taking guys' money away," Ellis said.

Major League Baseball was poised to levy significant drug suspensions Monday, with three-time MVP Alex Rodriguez and All-Stars Nelson Cruz and Jhonny Peralta facing the stiffest penalties in the Biogenesis case. Overall, 14 players were facing discipline.

MLB has informed the Yankees that A-Rod will be suspended but can play while he appeals, a person familiar with the talks told The Associated Press. The person spoke on condition of anonymity Sunday because no announcement was authorized.

Melky Cabrera, Bartolo Colon and Yasmani Grandal served suspensions after positive tests last year. They've been tied to this performance-enhancing drug case, but can't be disciplined again for the same offense.

Cabrera, the MVP of last year's All-Star game, finished his 50-game suspension in October. Released by the champion San Francisco Giants after the season, the outfielder signed a $16 million, two-year deal with the Toronto Blue Jays.

Will the upcoming penalties serve as a deterrent? Hall of Famer Joe Morgan will wait and see.

"It depends on what the punishments are. The thing with me is always the risk versus the reward," he said. "What is the reward? Getting a $150 million contract. What is the risk? A 30-day suspension, a 60-day suspension? The risk doesn't outweigh the reward."

"Until that happens, it's not going to change," he said. "It's very simple: The risk has to outweigh the reward."

And that might mean something more drastic. Say, the risk of players immediately losing their rich deals if they're caught.

"I know they're talking about" terminating contracts, St. Louis pitcher Adam Wainwright said. "But I don't know if you want to go down that road. Once you start, where do you stop?"

It'd be a start, Padres outfielder Will Venable said.

"My personal opinion is that the penalties need to get back to the contracts," he said. "I believe that if you cross over and decide that you are going to use the banned substance, you also should forfeit the support of the players' association."

"They are not worthy of the support of the players' association. I think the combination of that and somehow having to forfeit or void your contract that you're under is something that needs to be the main focus of the penalties," he said.

For Mark McGwire, the taint of scandal cost him a chance at the Hall of Fame. For Barry Bonds and Roger Clemens, the drug cloud landed them in federal court.

Rafael Palmeiro, with more than 500 home runs and 3,000 hits, became an outcast after a positive drug test. Manny Ramirez drew a suspension that ran him out of the majors, Steve Howe was banned seven times. In the 1980s, several players had reputations tarnished during the Pittsburgh cocaine trials, before that a few even went to prison.

Now, former MVP Ryan Braun is serving a 65-game ban and more big penalties are looming.

"There's a thought that maybe the punishment isn't steep enough because the guys are still doing stuff," Seattle shortstop Brendan Ryan said. "Is there a punishment that's too stiff? I don't know. It should scare anyone from doing it."

A tough task, Yankees player representative Curtis Granderson said.

"I think as long as the ability to improve and the amount of money and fame and accolades are there, there'll always be someone trying to do it," the star outfielder said during a media session at Petco Park in San Diego.

"I mean, if you go back to all of us here standing here, I'm sure one of us at some point in time has cheated off of a test, finagled a resume, entrance exams to a school. And then you see in all the different other sports and stuff, the way people have been doing stuff from these Olympics to these sports to this game."

Granderson added: "There's always a way to try to get yourself better, especially when there's a monetary value involved. Whether that be getting a scholarship, getting a job, getting a career in baseball. I think always someone's going to be trying to do it."

Hall of Famer Tony Perez, who works with the Marlins, understands the lure.

"You can make a lot of money. The temptation is hard to refuse," he said. "I'm not angry at them. They made a mistake. I don't know if I was in their shoes, I might have done it because of the money."

Cubs president of baseball operations Theo Epstein said baseball needed "to make the players aware of what's acceptable and what's not, that there are consequences for bad decisions." And Dodgers pitching coach Rick Honeycutt said the commissioner's office "kind of set the precedent with Braun."

Still, Cleveland manager Terry Francona said, "we're paying a price for 15 or 20 years ago burying our heads in the sand. It's not really fair to anybody."

Not like the old days, Hall of Famer Sandy Koufax recalled.

"There's talk that with 50 games and the millions players make, it might not be enough. I'm not saying that, there's just talk," he said. "Back then we had suspensions, but nothing like this with drugs."

Fellow Hall of Famer Robin Yount said he hoped the Biogenesis case "will put an end to this, once and for all."

"It's just not necessary any more. With the drug testing in place ? again I'm no expert on it ? but I would certainly like to believe that it's a good enough program that you can't get away with it," he said. "There was a day where there was an argument where you had to do it prior to drug testing, to keep up. I'd like to believe those days are gone."

Angels player rep C.J. Wilson stressed that players taking PEDs affect more than themselves.

"The home runs that are hit because a guy's on performance-enhancing substances, those ruin somebody's ERA, which runs their arbitration case, which ruins their salary," the pitcher said.

"So it's a whole domino effect of things that can happen. If you think about it, the impact a performance-enhancing drug had on a guy who goes out and wins the All-Star game for his league, and then his team happens to get home-field advantage in the World Series and happens to win the World Series ? I mean, there's a consequence to every action," he said.

Even so, major league home run leader Chris Davis isn't sure this case will serve as a deterrent.

"Guys have obviously been suspended in the past and it hasn't stopped everybody," the Baltimore slugger said. "It's a black eye for baseball. As hard as our testing is, as sophisticated as it is, why would you even try? But I guess there are people out there doing it."

Boston first baseman Mike Napoli said he's glad this latest drug episode seemingly is coming to a close.

"We want it to just be cleaned up and be over with," he said. "People look at baseball and they've got to see Biogenesis stuff on TV all the time."

"It kind of stinks," he said. "They talk about it five hours during the day ? Biogenesis this, that."

And probably more drug cases in the future, Mets pitcher LaTroy Hawkins predicted.

"There is always going to be somebody that pushes the envelope. You know if you rob a bank and you get caught you're going to go to prison, right? Does that stop people from robbing banks? No."

"It's life. It's what happens. It's the world, it's society," he added. "Everybody is trying to get ahead. I'm not condoning it, but that's just the way it is."

Oregon State football: Beavers open 2013 fall camp with plenty of questions

Mike Riley said it nicely, but let's be honest: He's as sick of the question as everyone else.

"You don't have to ask me about the quarterback situation every day," Riley told reporters in his annual preseason conference call. "When there's news, I'll tell you."

This came a week after Riley joked at Pac-12 Media Day that he was giving different answers to everyone who asked about the quarterback controversy, laughing that he "wanted to keep it interesting."

Now, the message is a little different: Back off. Riley & Co. will make a decision when they're ready.

The Beavers open fall camp Monday at 11 a.m., Riley's 13th season at the helm in Corvallis. Just weeks after turning 60, Riley says he feels more energized than ever. He has good reason to be: OSU returns plenty of star power from a surprising 2012 season in which the Beavers finished 9-4, and they're ranked preseason No. 25. It's a stark contrast from a year ago, when some people were wondering if Riley would still have a job in 2013.

"That's life in sports, right?" Riley said. "If you stay in it long enough you're going to see most of everything. You've got to weather the storm and try to keep the focus on what you need to do."

Riley is especially proud of what the 2012 group accomplished but said he hopes everyone within the program understands how important it is to "continue that growth."

Aside from quarterback, there are plenty of questions that need to be answered in the next four weeks.

There are holes to fill in the middle of the defense. Junior college transfers are slated to start at both defensive tackle positions and sophomore Joel Skotte will probably see his first significant action as the tentative starting middle linebacker. There's a battle to replace the departed Markus Wheaton. Junior Obum Gwacham and sophomore Richard Mullaney are good candidates to help relieve pressure from All-American candidate Brandin Cooks, and there's a crop of incoming freshmen receivers loaded with talent and speed. There's the need for a reliable punt returner. Cooks has already volunteered and said that position will allow him to "just do me," which could translate to some highlight-worthy returns.

And then there's that pesky, nagging feeling that the Beavers could have finished 10-3 instead of 9-4. A year ago OSU was haunted and motivated by a lack of bowl game. Now players say they're pushed by a crushing loss to Texas in the Alamo Bowl, a game in which the Beavers were in complete control before blowing it.

So what's in store for this year?

"I would hope there's a building of confidence in what we're capable of doing," Riley said.

The schedule is favorable early, and some will expect the Beavers to start 7-0. Riley isn't ready to go that far. It's a cliche, and he knows it, but he wants to take things a day at a time, a practice at a time.

It starts Monday.

Notes: The Beavers have dismissed junior Josh Williams, which leaves OSU awfully thin at middle linebacker. ... Riley said punter Keith Kostol and long snapper Michael Morovick have been put on scholarship. ... Riley said junior college transfer Lyndon Tulimasealii, a defensive end, will not academically qualify but he expects Kyle Peko and Charlie Tuaau to make it. ... The Beavers are currently at 83 scholarship players. ... Riley said he's not sure who will decide uniform combinations as the Beavers break out their new logo for the 2013 season but declared, "I don't want to be a part of that."

China lauds naval power after first Japan circuit

China's state media lauded the country's maritime power Friday after navy vessels completed their first circuit around Japan.

Beijing has been looking to expand its bluewater reach, launching its first aircraft carrier last year, and the circumnavigation of Japan sends a symbolic signal with Beijing and Tokyo at loggerheads over disputed islands in the East China Sea.

China has "crossed all the strongest parts" of the islands that stretch from Japan's northern tip to the Philippines in the south and separate it from the Pacific Ocean, said Du Wenlong, a senior researcher at a People's Liberation Army academy, according to the state-run China Daily.

China's navy is "capable of sending and supporting its warships to navigate and fight in channels far from the continent", the newspaper quoted Du as saying.

As well as the row with Tokyo, Beijing also claims almost the whole of the South China Sea, leading to disputes with several littoral states.

Du's remarks came days after five Chinese military ships circled the Japanese archipelago for the first time, the China Daily said.

Five Chinese ships returned to port on July 28 after passing through the Soya Strait, which divides northern Japan and Russia, before travelling down Japan's east coast and traversing the Miyako strait off Okinawa, the newspaper added.

Japan's defence ministry has said that patrol aircraft spotted five Chinese vessels sailing through a sea lane between Okinawa and the Miyako islands to the southwest, although they did not enter Japanese waters.

Tensions between China and its neighbours have risen in recent years, as China has boosted its naval capacity and asserted its maritime claims.

"The Chinese navy must grow into a blue water navy because all of the aggression against China in modern times came from the sea," the China Daily quoted Ou Jianping, of China's National Defence University, as saying.

China's newly-appointed President Xi Jinping has also vowed to boost his country's naval capacity since taking the ruling Communist Party's top post in November.

Post at My Oregon, the Oregonian's online community opinion hub. As a former University of Oregon spokesperson, I still marvel at how posh the university's athletic facilities were, even in comparison to some of the ooshest Fortune 500 corporate offices I have worked in during my career.

David Sarasohn is correct when he implies that Phil Knight, or any other university donor, can direct their gifts in any way they want ("University of Oregon opens its pigskin palace: 200 wiseguy words," OregonLive.com, Aug. 2). If they want to help build pigskin palaces, fine. If they want to help build libraries and law schools (as Knight has done at UO), that is great too.

And if the people and businesses of Oregon really want all of the non-athletic university facilities and programs at the University of Oregon to compete in the same posh and reputation factor as those of athletics, there are several solutions. One is to start demanding that the state of Oregon fund the university at levels more fitting of world-class universities. Another is to make the private contributions to the university that would help, for instance, the geography department compete in the Rose Bowl of geography.

Because palaces -- pigskin, geographic or otherwise -- have to be paid for by somebody.

Faith-based outreach

Sara Hottman's article "Expanding outreach to those in need" (Portland Community News section, July 24) provides timely Catholic Church good news.

St. Michael the Archangel Catholic Church's 30-year history of providing safety-net services to the poorest of the poor among us, along with a smiling, personable Pope Francis, shine a positive light on faith-based ministries.

On any given night of the year, many hungry and homeless Oregonians are fed and sheltered by faith-based organizations. According to the Oregon Food Bank, 72 percent of OFB partner organizations that provide emergency food services in Multnomah County are faith-based.

All Oregonians can be proud of this good news.

Springwater support

It was a beautiful, sunny afternoon. I had just begun my first Springwater Trail ride on my two-week-old bicycle when, a mile and a half from Gresham, I found myself face town on the asphalt.

As I was assessing the damage to my body and freaking out about my new bike, along came a young couple and their little girl. They offered baby wipes to clean my wounds, mechanical support to get my bike back on the road and chocolate to cheer my spirit.

At the time, I might have spent too much time whining about my bike and not enough expressing how appreciative I am. As I try to look at the positive side of this experience, this young couple is at the top of my list.

Businessman John Henry, the principal owner of the Boston Red Sox, has entered into an agreement to buy The Boston Globe for $70 million, a massive drop from its record $1.1 billion price two decades ago.

The impending purchase from The New York Times Co. marks Henry's "first foray into the financially unsettled world of the news media," the Globe said Saturday. The deal will give Henry the 141-year-old newspaper, its websites and affiliated companies, it said.

The Times announced in February it was putting the Globe and related assets up for sale four years after calling off a previous attempt to sell it. The company's CEO said at the time selling the Globe would help the company focus attention on The New York Times brand.

Times spokeswoman Eileen Murphy confirmed the planned sale of the Globe and other media properties to Henry. The Times said the all-cash sale, expected to close in 30 to 60 days, includes BostonGlobe.com, Boston.com, The Worcester Telegram & Gazette, Telegram.com, the direct mail marketing company Globe Direct and the company's 49 percent interest in Metro Boston, a free daily newspaper for commuters.

Henry cited the "essential role that its journalists and employees play in Boston, throughout New England, and beyond."

"The Boston Globe's award-winning journalism as well as its rich history and tradition of excellence have established it as one of the most well respected media companies in the country," Henry said in a statement.

Henry, who also owns the English Premier League soccer club Liverpool F.C., said he would reveal details about his plans for the Globe in the next few days.

Globe editor Brian McGrory said the newspaper's Red Sox coverage and its editorial decisions won't be affected by the sale.

"We have no plans whatsoever to change our Red Sox coverage specifically, or our sports coverage in general, nor will we be asked," McGrory told the newspaper. "The Globe's sports reporting and commentary is the gold standard in the industry."

The Times bought the Globe from the family of former Globe executive Stephen Taylor in 1993 for what it said was the highest price paid for an American newspaper. The price Henry is paying is less than 7 percent of the 1993 price.

The Globe and other newspapers have faced difficulties in recent years as readers have fled to the Internet and advertisers have cut spending on newspapers and moved more ads online. Still, the Globe is a journalistic institution in New England and was lauded for its coverage of the deadly Boston Marathon bombings in April.

A 2009 round of cost-cutting, involving pay cuts, helped put the Globe on better financial footing and prompted the Times to call off a planned sale. In late 2011, the Globe started charging for access to its online version at BostonGlobe.com, which helped to boost circulation revenues.

The Times company doesn't separate Globe revenue from The New York Times revenue in its financial statements. But the Globe had an average weekday circulation of 230,351 in the six months through September, according to the Alliance for Audited Media. The newspaper's increase in digital subscriptions more than offset declines in print. But the total is still down significantly from the nearly 413,000 it boasted in September 2002.

The Globe isn't the only newspaper to see a huge drop in its price at sale time.

In April 2012, Philadelphia's two largest newspapers sold for $55 million, a fraction of the $515 million paid by a group of investors in 2006. The buyers of the Philadelphia Inquirer and Philadelphia Daily News included influential New Jersey Democrat George Norcross III, former New Jersey Nets owner Lewis Katz and cable TV mogul H.F. "Gerry" Lenfest.

Volunteers help promote youth fishing ? Outdoor News Daily

The ?2012 Outdoor Recreation Participation Report? indicated that 46.2 million Americans fished in 2011. Approximately 18 percent of youths (6 to 24 years old) and 16 percent of adults enjoyed wetting a line ? making recreational fishing the most popular ?gateway activity? in the country. The Outdoor Foundation defines gateway activities as those that often lead to other outdoor participation.

What makes that important is the knowledge that active, nature-based recreation leads to happier, healthier and more productive lifestyles (see GetOutdoorsFlorida.org; neefusa.org/health). Moreover, the future of Florida?s environment and recreational activities such as fishing, hunting, wildlife viewing and camping are interwoven with people?s personal passion for nature. This column focuses on a few stellar examples, but they are by no means the only such employees, volunteers and friends of the Florida Fish and Wildlife Conservation Commission (FWC) who are helping create the next generation of anglers.

The Jacksonville Youth Summer Fishing Clinic Program began in 1993 under the guidance of biologists for the Game and Fresh Water Fish Commission (now part of the FWC). Federal Aid in Sport Fish Restoration (SFR), which uses funds from fees on the sale of fishing tackle and motor boat fuels collected by the U.S. Fish and Wildlife Service, paid for the initial program. Within a few years, the American League of Anglers and Boaters recognized the Jacksonville Urban Fisheries Project as the best SFR project in the country.

In 1997, Mike Lesso, a health and physical education teacher at a Jacksonville-area high school, was hired to conduct summer fishing clinics. In 1999, another instructor, Dave Morse was added. The program quickly expanded and became one of the most sought-after summer activities for local summer camp programs for 8- to 15-year-olds. Lesso and Morse provide a three-hour clinic that begins with instruction about fish identification and biology, pond ecology, recreational fishing rules, ethics and safety. Next, they teach knot tying, pole rigging and casting. The last 90 minutes are for hands-on fishing ? quite naturally, the highlight for the kids, many of whom have never fished before.

They conduct most of the clinics, which begin in June and run through the second week of August, on Huguenot Pond or Crystal Spring fish management areas (FMAs). FWC biologists intensively manage these FMAs to provide local anglers and camp participants with exceptional opportunities for productive bank fishing.

In 2007, budget shortfalls threatened the program; however, Lesso and Morse were determined to keep the camps open and helped secure two major grants. Lara Kramer, chief executive officer of the Fish Florida Foundation, and her board have been instrumental in keeping the program going. The Fish Florida Foundation is funded by the sale of ?Fish Florida? specialty license tags that feature a beautiful sailfish. The Baldwin Foundation also supports the fish camp program. The FWC continues to supply materials and equipment to support the program.

These dedicated instructors do all the coordination work and teach hundreds of kids each week through this program. Lesso and Morse have instructed more than 60,000 kids and are outstanding examples of the dedicated staff and volunteers committed to ensuring Florida youth have the opportunity to learn and enjoy fishing. They are far from alone.

The FWC?s Division of Freshwater Fisheries Management now coordinates week-long summer fish camps at 15 locations around the state that will host 44 sessions this summer and directly reach about 650 students. The camps are fun and informative for kids who enjoy the outdoors, teaching them angling and boating skills, as well as introducing them to conservation stewardship and the possibilities of a future career.

In addition, many other instructors were taught by FWC staff and sponsor their own fish camps. Many of these camps are affiliated with the FWC effort to create the next generation that cares and to help sustain Florida?s fisheries and other natural resources. Nigeria: Death toll in blasts in Christian area 27

Maine not abusing military surplus program

LEWISTON ? While an Associated Press investigation found that many small towns across the country are gobbling up surplus military equipment and then not using it, abusing the federal program, that is not happening in Maine.

According to Scarborough police officer John Gill, who is Maine?s point of contact for the 1033 Program, known as the military surplus program, police departments here are conservative in making requests.

Morven, Ga., over the past decade has received more than $4 million worth of surplus goods, including a shipment of bayonets and a $200,000 decontamination machine. Lewiston has received $429.

Morven has a population of about 700; Lewiston, 36,491.

According to Lewiston police Chief Michael Bussiere, about a decade ago the department received some surplus rain jackets and rain gear that officers use for training at the range. And, according to Gill, Lewiston is still required by the Department of Defense to track the use of a robot explosive ordnance and charger unit, which is a remote-control robot used in tactical situations.

Many departments across the country requested and received these robots, Gill said, when a load of them became available once the drawdown on the war on terror began.

In fact, according to the AP investigation, the surplus equipment giveaways ? which fall under the National Defense Authorization Act ? have grown drastically in recent years as the military has scaled down. At the same time, municipal budgets have become strained, so making the surplus available gets it out of military storage and into active use by departments.

Last year, $546 million worth of property was distributed by the DoD to local, county and state police departments across the country.

The Norway Police Department has received $5,403 worth of equipment ? a Chevrolet Blazer and rifles ? in the past decade, according to the DoD. The Blazer was sold after the town fulfilled its obligation to use the vehicle, and the rifles were replaced several years ago with AR-15s, Chief Rob Federico said.

The Rumford Police Department has received $1,088 in surplus gear, including night-vision goggles and a computer system, and the Farmington Police Department has received $200.

According to the DoD, Auburn has never asked for surplus goods.

The military surplus program, which Gill said is commonly referred to as the ?war-fighter to crime-fighter? program, was created in 1997 to disburse excess or unused equipment to police departments in need. The primary intent, Gill said, is to use the equipment for counter-narcotics and counter-terrorism. The equipment is available only to police departments.

Gill, who receives and approves all requests made in Maine, said no request from fire departments is considered and he once turned down a request from a town manager for equipment because the town did not have a police department.

?We?re very careful in screening these things,? he said, ?trying to keep people focused on law enforcement-focused acquisitions.? And, he said, ?some agencies around the state have made really good use of it.?

For example, the Oxford County Sheriff?s Department acquired specialty outdoor clothing and equipment to aid deputies working in remote areas of the county, he said.

Since the program was enacted, 120 Maine law enforcement agencies have participated, Gill said. The most active among them has been the Caribou Police Department, which has received $1.6 million over the years.

In the past year, the department has been required by the DoD to track and report its use of a trailer generator, several pairs of binoculars, a platoon early-warning system ? which alerts officers to movement or intruders ? flashlights, laptops, a floodlight assembly, magazine cartridges, night-vision goggles and ballistics spectacles, a van, a plow blade and tents used for protection during prolonged emergency command centers, among other things.

Caribou has funded much of its information technology spending through military surplus, right down to print cartridges, Gill said, which helps ease local budget costs.

?That?s the absolute intent of the program,? he said, for departments to have access to materials they need and cannot afford. ?Used properly, that?s the benefit of the program.?

Gill explained how the requests work: The Department of Defense maintains a database of all surplus materials and police departments around the country have password access to that information. When a department sees an item it could use, it makes a request to its state coordinator. In Maine, that?s Scarborough Town Manager Tom Hall, although Hall has designated Gill to be the point of contact for all requests.

Once Gill receives the request, he reviews it to ensure it meets the program requirements, and forwards the request to the DoD. If granted, the requester is responsible for either picking up the item or having it shipped from wherever it is being stored.

Then, for the next year, the police department must account for the equipment?s use. Once that period lapses, the department is free to do what it wants with the equipment, unless there are special requirements attached to the disposition, such as there might be for armored Humvees.

Gill said Maine?s police departments can really benefit from this program by being proactive about what?s listed on the DoD database and match available equipment to department needs.

In Scarborough, Gill said the department requested three collapsible tactical stretchers that can be used to move people during a mass evacuation. The stretchers fold down to fit in the back of a police car and usually cost $2,100 apiece. Scarborough saw three of these stretchers available as surplus and requested them. The cost? Fifty dollars in shipping charges.

?It?s a good program, if managed properly,? Gill said. He is aware that there are ?agencies that are just sucking up as much as they can, but we haven?t seen that in Maine. We?re fortunate about that.?

House OKs 40th effort to repeal health law

WASHINGTON (AP) ? For the 40th time, Republicans pushed legislation through the House on Friday targeting President Barack Obama's health care overhaul, this one a bill preventing the Internal Revenue Service from implementing any part of the health care law.

The measure, symbolic because of the certainty that it will be ignored by the Democratic-led Senate, was approved by a near party-line 232-185 vote.

The legislation married two of the GOP's favorite targets: the 2010 health care law and the IRS, which in May conceded it had improperly targeted conservative groups seeking tax exempt status for detailed investigations.

Next year, the IRS will begin enforcing the requirement that most individuals have health insurance, collecting fines from people who don't. The agency also will distribute subsidies to help people buy insurance in new exchanges.

Repealing those provisions would enfeeble the heart of the measure, which was aimed in part at making health care more affordable for lower-income people. Analysts say healthy people must purchase health care to help cover the costs of those who are ill, and the fines are designed to prod those who are fit to buy policies.

Sponsor Rep. Tom Price, R-Ga., named his bill the "Keep the IRS Off Your Health Care Act."

"We simply want patients and families and doctors to be in charge of health care, not Washington, D.C., and not the IRS," Price said.

Democrats argued that Friday's vote, the last before the House was joining the Senate in a five-week recess, was a waste of time that ignored the country's larger economic and budget problems and was aimed instead at letting Republicans score political points with conservatives.

"Political red meat is not what this country needs," said Rep. Joseph Crowley, D-N.Y. "We need a Congress with a vision for tomorrow."

With the IRS under congressional and Justice Department investigations for its mishandling of groups' applications for tax-exempt status, Republicans warned that the agency should not get involved in Americans' health care.

"This is nothing short of an unwelcome, big-government overreach into the most personal aspect of our lives," said House Majority Leader Eric Cantor, R-Va.

Democrats said that the IRS would only have peoples' names, addresses, family size, incomes and insurance information.

"Assertions that the IRS will have access to personal health information is wrong and deliberately misleading," said Rep. Sander Levin, D-Mich.

Friday's vote marked the 40th time the GOP-controlled House will have voted to repeal all or part of the law.

Most of the measures have died in the Democratic-controlled Senate. A handful have been enacted, including one that reduced small business record-keeping the law had required.

Analysts polled by Reuters expect to see a gain of 184,000 jobs in July, after a 195,000 uptick in the previous month.?

"The jobs numbers have been decent as of late, but the problem is the quality of employment," said Lance Roberts, chief economist at StreetTalk Advisors. "There's also clearly a divergence between the stock market and real economy and that's because of the artificial stimulus from the Fed.

"The problem is that they're not seeing that stimulus being translated into the economy so the worry we should have is that we're inflating valuations and the issue of potentially blowing an asset bubble is very real."

On Wednesday, the Federal Reserve?declined to signal when it would start tapering its bond-buying program, which has buoyed the markets. However, it did raise concerns about rising mortgage rates and flagged the risks of inflation falling too far below its target. In addition, the central bank slightly downgraded its outlook for economic growth.

But several reports on Thursday boosted the views of many analysts that the economy is getting healthier. Weekly jobless claims?dropped to a 5-1/2 year low, according to the Labor Department. And the number of planned layoffs at U.S. firms?declined modestly in July, with employers announcing 37,701 cuts last month, down 4.2 percent from June, according to the report from consultants Challenger, Gray & Christmas.

In another positive sign, the pace of growth in the U.S. manufacturing sector accelerated in July to the?highest level since June 2011 as new orders surged, according to the Institute for Supply Management.?

The positive economic data have stimulated the stock markets recently. Major stock averages closed out their?best July since 2010 on Wednesday and so far this year, the Dow and S&P 500 have spiked more than 19 percent, while the Nasdaq has surged an impressive 21 percent.

On Thursday, the?Dow Jones Industrial Average spiked to close 128 points higher and set a fresh all-time high of 15,650.69, lifted by Bank of America and P&G. ExxonMobil was among the few Dow components in the red.

The?S&P 500 and the?Nasdaq both put on 1 percent, with the S&P 500 piercing the 1700 barrier to close at 1706.87. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, slid below 13.

All key S&P sectors closed in positive territory, led by financials and industrials.

"The rising asset prices will help instill confidence and that will breed more confidence," said Matthew Kaufler, portfolio manager of the Clover Value Fund at Federated.?

"However, we've had a great run in the market and at some point there will be a correction in the near point?still, my sense would be that there's enough momentum that we'll end the year up a few percentage points higher than where we currently are."

Asian stocks rallied after China's official PMI (purchasing manager's index) data showed the country's manufacturing sector continued to expand in July, defying forecasts of a contraction. But the picture was mixed, with a private gauge of factory activity by HSBC showing an 11-month low of 47.7 in July. Japan's Nikkei rallied to a one-month peak on the news, the Shanghai Composite hit a one-week high and South Korea's Kospi touched a seven-week high.

"Official PMI is more skewed to larger companies, and the HSBC figure reflects the smaller companies and that is where you get this divergence," said Frederic Neumann, co-head of Asian economics research at HSBC.

In Europe, the European Central Bank kept its main interest rate unchanged at a record low of 0.5 percent, and reiterated that rates would remain at present or lower levels for an extended period of time.

"Labor market conditions remain weak. Looking ahead to the remainder of the year and 2014, euro area growth should benefit from a gradual recovery in global demand," said ECB president Mario Draghi in a press conference following the announcement. "Our monetary policy stance remains accommodative for as long as necessary. We have unanimously confirmed the forward guidance we gave last time."

Euro zone manufacturing activity grew for the first time in two years in July, with the purchasing manager's index (PMI) climbing to 50.3 in July. A reading above 50 indicates an expansion.

And the Bank of England left its interest rates unchanged at 0.5 percent, as expected, under its new governor, Mark Carney.

Our specialty is also helping with real estate law. We can assist you with the purchase of a property. Although it is understood that the purchase of property in Ecuador is a very straightforward process, there are some special things that need to be covered. A good title search might be necessary, especially in certain cases for your peace of mind.

The process of purchasing property can be done in one or two stages, depending on the property that you are going to be buying.

If it is going to be a single owned house (owned by an individual) a good title search might be a good idea. You want to make sure that there are no implications in regards to inheritance law or in regard to an ex-wife or ex-husband (for a divorced person) that might be involved in the title. You also want to make sure that the title is free of liens or encumbrances, that there are no mortgages against the building or pending debts with the municipal taxes that have not been paid or paperwork that was not completed or not in order.

So if you buy purchase that is under construction normally (in a condominium for example) the title of ownership is not available yet. Therefore you want to do an agreement to purchase and sell first. This is advisable to be notarized ? and not by a private one ? unless you pay a very low deposit. If it is a big deposit you want to be insured by a legal instrument that needs to be notarized. In order to have a good, binding document you want to use your own attorney and not use the standard form that the developers might have.

Some people go directly to the notary and legalize the sale or the purchase and they pay the price of the property. Later on they find out that there were some liens or that their title was not possible to be registered in their names or the change of name was not covered or that they had a hidden defects in the title that is not possible to cure.

So in order to ensure the recording of your title, once you have already completed the payment it is a good idea to have an attorney help you do an exhaustive title investigation.

If you purchase a property in Ecuador, you can use the title of ownership to apply for a residency visa as an investor in real estate. You should use a title that covers the requirements in order to apply for a residency visa. So make sure that the paperwork is done correctly for this purpose.
